Manufacturing Environmental & Safety Specialist (4/12/10)

Primary Functions, Duties and Responsibilities:

  • Develop and provide technical environmental, safety and health programs, (2) monitor environmental, safety and health regulations, (3) perform facility audits and recordkeeping and complete required environmental reports, and (4) manage environmental permits and assist with regulatory facility inspections.

Qualifications:

  • Ability to effectively deal with other people, especially other company personnel, to enlist needed cooperation in implementing regulatory requirements.
  • Ability to deal with regulatory agencies, consultants and other contractor personnel is also required.
  • Computer skills required to manage data, create training materials and complete required electronic reports: spreadsheets, word processing, presentations.

Construction Site Safety and Health Officer (1/26/10)

Thalle Construction Company, Inc. is looking for an experienced construction Site Safety and Health Officer for an 18-month civil construction project for the U.S. Army Corp of Engineers. The project site is located in Prompton, PA, approximately 20 miles north of Scranton.

This position will perform safety and occupational health management, surveillance, inspections and safety enforcement for the project on the job site. The Officer will act as the safety and health 'competent person' as defined by the U.S. Army Corp of Engineers' EM 385-1-1 Manual, and will be responsible for providing technical safety direction and ensuring adherence to all safety regulations and programs through coaching, training, visibility, gaining the trust of workers and building a culture of personal accountability.

Specific duties include, but are not limited to:

  • Conducting daily inspections and maintaining safety logs
  • Conducting incident investigations and maintain OSHA 300 form
  • Attending construction progress meetings
  • Maintaining a tracking system to monitor identified deficiencies and implement plans to ensure their resolution
  • Researching, analyzing, documenting and providing ongoing advice to site management to ensure all tasks are performed safely
  • Ensuring subcontractor compliance with safety and health requirements
  • Recommending improved procedures
  • Assisting with the delivery of safety training.

The successful candidate must meet the following minimum requirements:

  • OSHA 30-hour completion within the last 5 years
  • 10 years progressive safety experience
  • Associated Safety Professional (ASP) or Construction Health and Safety Technician (CHST) certification
  • Competent status in excavation, scaffolding, fall protection, Fall Pro, HAZCOM, confined space, PPE.
  • Thorough knowledge of requirements of EM 385-1-1

Safety & Training Manager (12/4/09)

Summary of Position: Responsible for promoting exceptional Safety/Quality teamwork with operations teams at customer work sites. This position assists in resolving process problems and performs safety evaluations and workmanship audits, provides Safety/Quality training, and promotes improved performance by providing mentoring, coaching, and training.

Responsibilities:

  • Responsible for incident and accident investigations.
  • Provide root cause analysis on all incidents and accidents.
  • Ensure all work meets or exceeds the customers’ expectations and is done in accordance with established policies and procedures.
  • Perform regular safety training sessions and hold toolbox talks with crews at show-ups or on jobsites.
  • Perform regular jobsite inspections of all crews to identify unsafe conditions and unsafe work practices.
  • Consistently and fairly enforce all company safety rules. Work with managers and supervisors to apply the proper company disciplinary procedures for those employees who violate safety rules.
  • Ensure OSHA/DOT compliance.
  • Be knowledgeable in applicable ANSI, EPA, OSHA, and other applicable standards.
  • Ensure compliance with equipment maintenance programs.

Minimum Qualifications:

  • Safety related degree and/or certified safety professional preferred.
  • 5 – 10 years industry related experience
  • Extensive knowledge of the natural gas/electrical industry.
  • Experience working with underground/overhead utilities.
  • Excellent interpersonal & communication skills, able to work and communicate at al levels.
  • Computer skills in most Microsoft programs.

Competencies: Qualified candidates will have a minimum of 10 years progressive experience in Workers Compensation and Casualty insurance Risk Control and Loss Prevention functions, primarily focused on evaluating hazards and controls and counseling customers in risk improvement. Candidate must have a sound proficiency in Large Account Coordination and Point of Sale presentations. Primary focus of this position will be providing consultative based servicing and risk engineering services to large – single and multi-location clients. Occupational Safety Administrator II (5/8/09)

This is administrative occupational safety management work developing, modifying, implementing and directing a comprehensive occupational safety program for a large operating department. An employee in this class supervises subordinate technical staff, and develops and implements departmental occupational safety programs, policies and procedures. The type of occupational safety program components established and emphasized in each department may vary, but the work must include responsibility for the management of state mandated compliance and training programs, a workers compensation program for employee injury and disability claims, and the inspection, investigation and analyses of department facilities for compliance to occupational safety standards, polices and procedures. This class is differentiated from the lower level class in this series by the complexity, size and comprehensiveness of the occupational safety program and the diversity and number of department operational processes and functions, which includes a large diversified automotive fleet operation. Work is performed under the supervision of an administrative superior.

REQUIREMENTS:

1. EDUCATION: Completion of a bachelor's degree program at an accredited college or university, AND

2. GENERAL EXPERIENCE: Three years of personnel administration or industrial engineering experience, one year of which has involved investigating, analyzing and evaluating program practices, operational or industrial processes and employee injuries as they relate to industrial safety. AND

3. SPECIFIC EXPERIENCE: One year of safety administration experience which has been directing an occupational safety program in a large private firm or government agency. OR

4. Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience and a bachelor's degree as an educational minimum.

RESIDENCY REQUIREMENT NOTE: Successful candidates will be required to move into the City of Philadelphia within six months of being hired.

Safety Manager (4/10/09)
